The RADAR unit must have my speed 
locked in to make it a legal stop, right?

False,  officers normally try to have the violator's speed locked, just in case the person wanted to see it.  But sometimes after locking the radar and pulling out to pursue the vehicle, the locking trigger can get bumped and lose the speed.  Kansas law only requires a officer  to view the speed, he or she does not have to lock it.
